Safeguard measures of tax to China’s steel billet

Vietnam Ministry of trade and industry said recently, they will impose a temporary safeguard measures tax to importing steel billets and long material,square steel billet will levy tax rate 23.3%, long material is 14.2%. This safeguard measures took effect on 22nd March , the duration is 200 days.

According to steel network news on 10tH Mar , the safeguard measures tax mainly aim at steel billet imported from China, Japan, Taiwan and South Korea also faces the same tax rate of 23.3%. Local traders said, considering of the existing 10% import tax ,now steel billet from China facing the tax rate of 33.3%, this measures will prevent China’s steel billet enter into Vietnam. 

Traders also noted that recently the price of steel billet in China get increased day by day, it is said that price increased from 280 U.S. dollars / ton rose to 320 U.S. dollars / ton (CFR),which made the export intention not strong. Vietnam’s prices for steel billet at $390 / ton, this price estimated will be a things of the past. After the implementation of security measures of tax, local electric steel mill may will also increase the price of steel billet. 

At the end of last year, In respond to the request of domestic steel mills , Vietnam Ministry of industry and trade proceed investigation to the safeguard for importing of steel billet and long products , steel mills accused that importing of steel billet has caused damage, and suggested that levy imported tax rate 45% on steel billet and wire rod long material 35% . Last year, The quality of steel billet which Vietnam imported from increased from 588 thousand tons to 1 million 500 thousand tons .

根据越南钢协反映，近期来自中国的钢坯进口量大幅攀升，进口价格下降，尤其是含铬钢坯申报为合金钢坯，以享受零关税而非其它方坯9%的关税。8月份进口钢坯3000吨，货值不到100万美元，而9月份突增至62000吨，货值超过2000万美元。上述情况若不解决，中国钢坯进口还将激增，对财政收入和国内企业造成冲击

The Anti-dumping to China steel products from Europe

Cecilia Mamstrom trade commissioner from European Commission,  early write a letter to Gao Hucheng Commerce Minister of China's Ministry to called on China "to cut steel production capacity", and he also said will launched new anti-dumping investigations of three kinds of China's iron and steel products . Now, the European Commission is really doing what it says in the letter.

根据中国商务部网站消息，2月13日，欧委会官方发布公告，决定对原产于中国的进口无缝钢管、中厚板和热轧平材钢三类钢铁产品同时发起反倾销调查，并对自中国进口的冷轧钢板实施临时反倾销措施。

According to the news form the website of Chinese Ministry ,13th  February , European Commission official announcement, decided to initiate anti-dumping investigations of China's seamless steel pipe, hot-rolled steel plate and flat steel etc,three kinds of steel products ,Also implement the provisional anti dumping measures to China's cold rolled steel sheet .

商务部贸易救济调查局负责人就此发表谈话称，欧委会近期频繁针对中国钢铁产品发起贸易救济调查，中方对此高度关注。“中方希望欧委会严格遵守世贸组织规则，审慎、克制、依法使用贸易救济工具。

Responsible person of ministry of Commerce, trade remedy investigation bureau  has issued a statement, said the Commission recently frequent initiated trade remedy investigation of China's iron and steel products, China is highly concerned about this. "We hope the Commission to strictly abide by the WTO rules, to use trade remedy tool prudently.

Since the release of the news, the price of China steel keep rising. Some China steel event do not accept orders from European customers,they just hope to pay more attention to other market.

What is cold rolled steel?

Cold rolled steel is the production of steel under cold rolling. Cold rolled steel is using No.1 steel plate to further rolled to the target thickness at room temperature. Compared with hot rolled steel plate, the thickness of the cold rolled steel plate is more accurate, and the surface is more smooth and beautiful. At the same time, cold rolled steel has variety of excellent mechanical properties, especially the processing performance. Because cold rolled raw rolls are more brittle and is not suitable for processing, so before handing over to the customer , cold rolled steel sheet is usually required with annealing, pickling and surface flatness. The maximum thickness of cold rolling is below 0.1--8.0MM, the minimum thickness and width are determined by the equipment capacity and market demand .

The classification of cold rolled steel products: hot rolled pickling, rolling hard roll, cold-rolled, galvanized, electric galvanized, fingerprint resistant, hot galvanized), galvanized, tin plating, and painted, electrical steel (silicon steel sheet) and so on.

Cold rolled steel is widely used, such as automobile manufacturing, electrical products, locomotive, rolling stock, aviation, precision instruments, food cans, etc. With the development of economy, cold rolled steel plate has been called the material of the modern society.

The difference between cold rolled steel and hot rolled steel is not the smelting process, but the rolling temperature, or the ending temperature of rolling mill. Hot rolled steel is easy to rolling with high efficiency of rolling, but because the oxidation of steel in hot rolling condition, the surface of hot rolled steel is black and gray. Cold rolled steel requires high power but low rolling efficiency. In order to eliminate work hardening ,cold rolled steel will need intermediate annealing, so the cost is higher, but the surface of cold rolled steel will be lighted in better quality. It can be directly used to process finished products, so the application of cold rolled steel plate is very wide.

What is hot dip galvanized steel coil

Hot dip galvanized steel coil is steel coil with a pure zinc coating through the hot dip galvanizing process. Hot dip galvanized steel coil gets coated in layers of zinc to protect against rust. Steel coil with galvanized, the user will be allowed to be applied in outdoor fabrication projects. Production flow:

Hot dip galvanized steel coil process: Iron clean, then solvent treatment, drying after immersed in liquid zinc, zinc alloy layer of a generation of iron and zinc melting reaction, the process is as follows: - water - degreasing Pickling - plating - drying - Hot - Separation - cooling passivation.
